                         adaptativo, cognominado modelo EDA, que se baseia em capacidades 
                         din{\^a}micas e utiliza n{\'{\i}}veis de maturidade 
                         tecnol{\'o}gica (TRL) como elementos de tomada de decis{\~a}o. A 
                         estrat{\'e}gia tecnol{\'o}gica, no setor aeroespacial, inclui 
                         tecnologias de v{\'a}rias gera{\c{c}}{\~o}es, que podem evoluir 
                         para solu{\c{c}}{\~o}es inovadoras na organiza{\c{c}}{\~a}o, 
                         no mercado e no mundo. Muitas estrat{\'e}gias de longo prazo 
                         ignoram a import{\^a}ncia da flexibilidade e se baseiam em um 
                         horizonte de tempo espec{\'{\i}}fico no futuro. No setor 
                         aeroespacial, as expectativas crescentes sobre a demanda futura de 
                         novas tecnologias direcionam a estrat{\'e}gia tecnol{\'o}gica a 
                         partir de investimentos em P\&D, a qual, usualmente, busca 
                         ampliar o retorno desses investimentos e agilizar as respostas 
                         organizacionais. O modelo proposto procura incorporar esta 
                         l{\'o}gica de integra{\c{c}}{\~a}o entre as estrat{\'e}gias 
                         tecnol{\'o}gica e organizacional. {\'E} apresentado em quatro 
                         est{\'a}gios e, para ampliar a compreens{\~a}o de sua 
                         din{\^a}mica, s{\~a}o apresentados estudos de caso e um exemplo 
                         simulado. A an{\'a}lise qualitativa dos estudos de caso, baseada 
                         na metodologia Design Science, embasou a proposta do modelo EDA, 
                         que integra a estrat{\'e}gia tecnol{\'o}gica {\`a} 
                         estrat{\'e}gia organizacional. A tese avan{\c{c}}a nas 
                         especificidades da abordagem de capacidades din{\^a}micas, 
                         aplicada {\`a}s organiza{\c{c}}{\~o}es produtoras de sistemas 
                         complexos. O resultado, que amplia o conceito de capacidades 
                         din{\^a}micas em organiza{\c{c}}{\~o}es de sistemas complexos, 
                         sugere que a estrat{\'e}gia tecnol{\'o}gica no setor 
                         aeroespacial abrange o sensing e o seizing, e destaca a 
                         import{\^a}ncia de um acoplamento mais estreito entre o seizing e 
                         o transforming, em termos de comprometimento de recursos. 
                         Ser{\'a} argumentado que a maior integra{\c{c}}{\~a}o entre o 
                         sensing, o seizing e o transforming e a diversifica{\c{c}}{\~a}o 
                         de capacidades din{\^a}micas favorecem a explora{\c{c}}{\~a}o 
                         de oportunidades, melhorando o equil{\'{\i}}brio entre as 
                         estrat{\'e}gias de integra{\c{c}}{\~a}o e propriet{\'a}rias. 
                         ABSTRACT: This thesis proposes an adaptive dynamic strategic model 
                         known as the EDA model based on dynamic capabilities and uses 
                         technological maturity levels (TRL) as decision-making elements. 
                         The technological strategy in the aerospace sector includes 
                         technologies from several generations, which can evolve into 
                         innovative solutions in the organization, in the market, and the 
                         world. Many longterm strategies ignore the importance of 
                         flexibility and are based on a specific time horizon in the 
                         future. In the aerospace sector, growing expectations about the 
                         future demand for new technologies drive the technological 
                         strategy based on R\&D investments, which usually seek to 
                         increase the return on these investments and streamline 
                         organizational responses. The proposed model seeks to incorporate 
                         this logic of integration between technological and organizational 
                         strategies. It is presented in four stages and, to broaden the 
                         understanding of its dynamics, case studies, and a simulated 
                         example are presented. The qualitative analysis of the case 
                         studies, based on the Design Science methodology, supported the 
                         proposal of the EDA model, which integrates technological strategy 
                         with organizational strategy. The thesis advances in the specifics 
                         of the dynamic capabilities approach applied to organizations that 
                         produce complex systems. The result, which expands the concept of 
                         dynamic capabilities in organizations with complex systems, 
                         suggests that the technology strategy in the aerospace sector 
                         encompasses sensing and seizing and highlights the importance of a 
                         closer coupling between seizing and transforming in terms of 
                         resource commitment. It will be argued that greater integration 
                         between sensing, seizing and transforming and the diversification 
                         of dynamic capabilities favor exploring opportunities, improving 
                         the balance between integration and proprietary strategies.",
